09 - Apr - 2026An important meeting of the available General Secretaries of AUAB held on 8th April, 2026, and discussed about the current scenario regarding the IDA payment which is due since January, 2026. After threadbare discussions, it has been decided that AUAB will organise a country wide demonstration programme on 20th April, 2026, to release the IDA arrear with the Salary of this month.
Accordingly, a memorandum on the subject has been sent to Secretary DOT, CMD BSNL, DPE, to convey our resentment on the subject. Further course of agitational programme will be finalised in the next AUAB meeting likely to be held on 20th April, 2026, evening.
Further, as per decision of our last AUAB meeting, two separate memorandum on the issue of i) Permanent CMD posting of in BSNL and ii) Settlement of Chennai / Tamil Nadu issue had been submitted to the Management / Govt. of India to draw their attention. Further course of action will be discuss in the next AUAB meeting.
All the necessary letters / documents has been enclosed herewith for wide circulation among the members of AUAB.

AUAB के उपलब्ध महासचिवों की एक महत्वपूर्ण बैठक 8 अप्रैल 2026 को आयोजित की गई जिसमें IDA भुगतान से संबंधित मौजूदा स्थिति पर चर्चा की गई; यह भुगतान जनवरी 2026 से बकाया है। गहन चर्चा के बाद यह निर्णय लिया गया कि AUAB 20 अप्रैल 2026 को देशव्यापी प्रदर्शन कार्यक्रम आयोजित करेगा, जिसमें इस महीने के वेतन के साथ-साथ IDA के बकाया भुगतान को जारी करने की मांग की जाएगी।
तदनुसार, इस विषय पर एक ज्ञापन DoT के सचिव, बीएसएनएल के सीएमडी , और DPE को भेजा गया है, ताकि IDA के बकाया भुगतान को जारी करने में हो रही अनुचित देरी पर हमारी कड़ी नाराज़गी व्यक्त की जा सके। आंदोलन कार्यक्रम की आगे की रूपरेखा अगली AUAB बैठक में तय की जाएगी, जिसके 20 अप्रैल 2026 की शाम को आयोजित होने की संभावना है।
इसके अलावा, पिछली AUAB बैठक में लिए गए निर्णय के अनुसार, निम्नलिखित मुद्दों पर दो अलग-अलग ज्ञापन प्रबंधन / भारत सरकार को सौंपे गए हैं, ताकि उनका तत्काल ध्यान इन विषयों की ओर आकर्षित किया जा सके: (i) BSNL में स्थायी CMD की नियुक्ति, और (ii) चेन्नई / तमिलनाडु से संबंधित मुद्दे का समाधान। इन मुद्दों पर आगे की कार्रवाई की रूपरेखा पर भी अगली AUAB बैठक में चर्चा की जाएगी।
AUAB के सदस्यों के बीच व्यापक प्रसार हेतु सभी आवश्यक पत्र / दस्तावेज़ इस संदेश के साथ संलग्न किए गए हैं।
It has come to the notice of CHQ that, in some circles, the administration at the OA/BA level is creating trouble regarding the vacation of union accommodation already allotted to the Recognised Union at the OA level. The management at field level, has taken this opportunity due to the order issued by the Corporate Office. However, in practice, they are misinterpreting the order, as the Corporate Office has not issued any direction to vacate the union accommodation at the OA level. Today, Com. Animesh Mitra, GS, BSNLEU, discussed the matter with the management at the Corporate Office. It has been clarified by the officers at the Corporate Office that they had only sought information from the field level regarding the status of the union accommodation allotted by the authority at the OA/BA level. Circle Secretaries are requested to take up the issue with the concerned CGMs so that such unnecessary harassment can be avoided. The letter issued by the Corporate Office is attached herewith.
Com. Animesh Mitra, General Secretary, and Com. Irfan Pasha, Treasurer (CHQ) discussed the issue relating to pending transfer cases in JE cadre under Rule-8 and Rule-9 with Shri S.P. Singh, PGM (Estt.), on 06.04.2026. During the discussion, they reminded the Management of its assurance to consider the pending Rule-8 and Rule-9 cases during April 2026. They also specifically pointed out that candidates who are availing the deputation period should not be released to surplus circles. In reply, the PGM (Estt.) informed that the circle-wise staff strength in the JE cadre has already been notified and accordingly the Circle Heads may consider the Rule-8 / Rule-9 transfer cases in those circles where surplus staff is available in the JE cadre. All Circle Secretaries are requested to take up the issue with the concerned CGMs for expeditious consideration of the long-pending Rule-8 / Rule-9 transfer cases in JE cadre. BSNLEU has strongly taken up the issue of retrenchment of contract workers caused by fund curtailment in the electrical wings, as well as among housekeeping staff, in some other circles. The union has also pointed out that payment of wages to contract workers is being halted in some circles due to budget curtailment, causing severe hardship to the workers. The issue of retrenchment of contract workers was also discussed with the CMD BSNL, last month. To pursue the matter further, Com. Animesh Mitra, General Secretary and Com. Irfan Pasha, Treasurer (CHQ), met Dr. Kalyan Sagar Nippani, Director (HR) on 06.04.2026 and drew his attention to the mass retrenchment of contract workers in the electrical wings of the West Bengal and Kolkata Telephone Circles. During the discussion, they pointed out that it is highly unfortunate that these poor contract workers, despite rendering 27 years of continuous service, are now being retrenched merely on the plea of budget curtailment. After patiently hearing the issue, the Director (HR) instructed PGM (SR) to pursue the matter with the CGM of Kolkata / West Bengal Circles and resolve the issue through meaningful discussions with the recognised unions.
In the Mangaluru CEC meeting, CHQ had distributed BSNLCCWF coupons to the Circle Secretaries for fund collection to make the 07th March, 2026 Delhi Convention a grand success. It has now been nearly two months, but there are still several circles that have not yet remitted the amount collected through the coupons to CHQ. Though the Convention was conducted very successfully with strong mobilisation of contract and casual workers, CHQ is still facing difficulty in meeting the expenditure incurred for the programme. Once again, we request all the Circle Secretaries to remit the pending coupon collection amount at the earliest. We also appeal to them to contribute some additional amount, wherever possible, so that the Convention accounts can be closed smoothly.
As decided by the AUAB, initiatives are being taken across circles to approach Hon’ble Members of Parliament and request their intervention with the Government of India for relaxation of the affordability clause to secure approval of the 3rd PRC. Accordingly, on 28.03.2026, AUAB leaders in Purulia, West Bengal, met Shri Jyotirmay Singh Mahato, Hon’ble MP, Purulia, and submitted a memorandum on this important issue. Similarly, on 06.04.2026, AUAB leaders in Jharkhand met Shri Aditya Sahu, Hon’ble MP, and handed over a memorandum requesting him to pursue the matter with the Government. It is hoped that other circle unions will also take similar initiatives by approaching the Hon’ble MPs in their respective local areas to strengthen this campaign for early approval of the 3rd PRC.
तीसरे पीआरसी की मंज़ूरी के लिए 'अफ़ोर्डेबिलिटी क्लॉज़' में ढील: AUAB ने पश्चिम बंगाल और झारखंड के माननीय सांसदों से संपर्क किया।
AUAB के फ़ैसले के मुताबिक, सभी सर्किलों में माननीय सांसदों से संपर्क करने और भारत सरकार से 'अफ़ोर्डेबिलिटी क्लॉज़' में ढील देने के लिए उनके दखल की गुज़ारिश करने की पहल की जा रही है, ताकि तीसरे पीआरसी की मंज़ूरी मिल सके। इसी क्रम में, 28.03.2026 को पश्चिम बंगाल के पुरुलिया में AUAB के नेताओं ने पुरुलिया के माननीय सांसद श्री ज्योतिर्मय सिंह महतो से मुलाक़ात की और इस अहम मुद्दे पर एक ज्ञापन सौंपा। इसी तरह, 06.04.2026 को झारखंड में AUAB के नेताओं ने माननीय सांसद श्री आदित्य साहू से मुलाक़ात की और उन्हें एक ज्ञापन सौंपा, जिसमें उनसे सरकार के सामने इस मामले को उठाने का आग्रह किया गया। उम्मीद है कि दूसरे सर्किल यूनियन भी अपने-अपने इलाक़ों के माननीय सांसदों से संपर्क करके ऐसी ही पहल करेंगे, ताकि तीसरे पीआरसी की जल्द मंज़ूरी के लिए चलाए जा रहे इस अभियान को और मज़बूत बनाया जा सके।
नॉन-एग्जीक्यूटिव्स को मोबाइल ऐप के ज़रिए हाज़िरी लगाने के लिए मजबूर करना - BSNLEU ने तुरंत दखल के लिए डायरेक्टर (मानव संसाधन) से संपर्क किया।
नॉन-एग्जीक्यूटिव्स को मोबाइल ऐप के ज़रिए हाज़िरी लगाने के लिए मजबूर करने के मुद्दे पर, BSNLEU कर्नाटक सर्कल यूनियन ने कर्नाटक सर्कल प्रशासन के उदासीन रवैये के खिलाफ एक आंदोलन शुरू करने का फैसला किया है। इस सिलसिले में, साथी अनिमेष मित्रा, जनरल सेक्रेटरी ने कॉमरेड इरफ़ान पाशा, कोषाध्यक्ष (CHQ) और कार्यवाहक सर्कल सेक्रेटरी, कर्नाटक सर्कल के साथ मिलकर डॉ. कल्याण सागर निप्पानी, डायरेक्टर (मानव संसाधन) से मुलाकात की और इस मुद्दे पर कर्मचारियों की ओर से कड़ा विरोध जताया। स्थिति की गंभीरता को देखते हुए, डायरेक्टर (मानव संसाधन) ने कर्नाटक सर्कल के सीजीएम के साथ इस मामले पर चर्चा की और कहा कि इस मुद्दे को मान्यता प्राप्त यूनियनों के साथ बातचीत के ज़रिए सुलझाया जाना चाहिए। उम्मीद है कि इस समय पर किए गए दखल से यह मामला सौहार्दपूर्ण ढंग से सुलझ जाएगा और नॉन-एग्जीक्यूटिव्स के हितों की रक्षा होगी। चर्चा के दौरान, मैनेजमेंट को एक पत्र भी सौंपा गया, जिसमें तुरंत दखल और ज़रूरी कार्रवाई करने का अनुरोध किया गया था।
On the issue of compelling Non-Executives to mark attendance through the mobile App, the BSNLEU Karnataka Circle Union has decided to launch an agitational programme against the indifferent attitude of the Karnataka circle administration. In this connection, Com. Animesh Mitra, General Secretary, along with Com. Irfan Pasha, Treasurer (CHQ) and Acting Circle Secretary, Karnataka Circle, met Dr. Kalyan Sagar Nippani, Director (HR), and conveyed the strong resentment of the staff side on this issue. Considering the gravity of the situation, the Director (HR) discussed the matter with the CGM, Karnataka Circle, and conveyed that the issue should be settled through discussions with the Recognised Unions. This timely intervention is expected to help resolve the matter amicably and safeguard the interests of Non-Executives. During discussion, a letter was also submitted to the Management, requesting immediate intervention and necessary action.
